Public Offer for Masters (Contractors)

1. General provisions
1.1. This document is a public offer by UBASE LLC (hereinafter — the “Platform”, “UBASE”) to individuals who provide household services (hereinafter — the “Master”, “Contractor”).
1.2. The Master accepts the offer when they complete registration and identification on the Platform and confirm agreement with its terms in the app. Consent to the processing of personal data and acceptance of the “UBASE Master Work Quality Warranty” document are given by the Master separately (see sections 7 and 11).
1.3. The offer defines the terms of cooperation between the Platform and the Master — an agreement for information-technology services.
1.4. UBASE is not the Master’s employer. The Master works independently (as a self-employed person or an individual entrepreneur): they organize their own work, bear their own business and tax risks, use their own tools, and are not subject to the Platform’s internal labor rules.
1.5. UBASE is an operator of a digital platform and provides only information-technology services. UBASE does not perform repair work, is not the Master’s employer or a payment organization, does not hold the Customer’s money for the work, and does not receive the Customer’s payment for the repair.
1.6. UBASE is an information intermediary between the Master and the Customer. The contract to perform the work arises directly between the Master and the Customer at the moment the Master accepts the Order in the app.
2. Definitions

3. Subject of the offer
3.1. The Platform gives the Master access to orders from Customers through the UBASE app, as well as digital tools: accept an order, track statuses, agree the Checklist, communicate with the Customer, and store the order history.
3.2. The Master undertakes to perform accepted orders to a proper standard and to follow the service rules (sections 5 and 7).
3.3. The Platform receives remuneration for its services as set out in section 6.
3.4. The Platform does not become a party to the contract to perform the work. Obligations for the work itself arise directly between the Master and the Customer after the order is accepted and the Checklist is agreed.
3.5. The offer does not guarantee the Master a number of orders, a minimum income, constant workload, or exclusive access to orders.
4. Registration and selection
4.1. Requirements for the Master:
- age of at least 18 (verified at registration);
- citizenship or a residence permit of the Republic of Uzbekistan;
- a smartphone with internet access;
- experience in the chosen category — the Master states it themselves.
4.2. Identification. The Master is identified via the state MyID system — full name and passport data are confirmed automatically. The Master fills in a profile: category, experience, work area.
4.3. Trial period. A new Master’s first order is a trial: it is performed free of charge, without purchasing a package and without deducting an order from a package. To accept further orders, the Master needs an active package (section 6). Quality requirements and the consequences of a persistently low rating are set out in section 8.
4.4. The Platform is entitled to request additional documents and information needed to admit the Master, continue cooperation, run anti-fraud checks, and comply with the law.
5. Order fulfilment procedure
5.1. Receiving an order.
- The Master turns on the “I’m on shift” mode.
- A new order may be offered to several of the nearest Masters at the same time. The Master receives a notification and about 30 seconds to accept the order.
- The order goes to the Master who accepts it first. If another Master has already accepted the order, the app shows that the order is taken. The Platform does not guarantee that a specific order will go to a specific Master (see clause 3.5).
- The Master handles only one active order at a time.
- The Customer may have up to three active orders of different categories; each Master handles only their own order.
- By accepting the order, the Master confirms readiness to travel to the specified address and perform the work under the service rules.
5.2. Performing the work.
- On arrival, the Master inspects the scope of work and compiles a Checklist, selecting items from the Price list.
- The prices for the work are set by the Platform in the Price list (Annex No. 2) — uniform for all Masters; day and night prices apply, and the Platform revises them from time to time. The Master does not set or change prices and does not bargain with the Customer — they only select items from the Price list.
- By accepting this offer, the Master voluntarily agrees to provide services at the prices in the Platform’s Price list. If the Master does not agree with the prices, they are entitled not to use the Platform and may delete their profile at any time. The Master receives the entire payment for the completed work directly from the Customer; the Platform does not withhold any part of the payment for the work.
- The Checklist is sent to the Customer for approval. Work begins only after approval by the Customer.
- As the work progresses, the Master marks completed items. If additional work is needed, the Master adds it to the Checklist from the Price list and requests the Customer’s approval again.
5.3. Completion.
- Having completed all the work, the Master taps “Work completed”.
- The Customer confirms acceptance in the app.
- The Customer pays for the work directly to the Master under the confirmed Checklist, subject to the minimum order amount rule. The Master pays for UBASE services in advance — with a package (section 6); one available order is deducted from the package at the moment the Customer approves the Checklist. The Customer’s confirmation of acceptance after the work does not entail an additional deduction.
- The warranty period for the work starts from the moment of acceptance (section 7).
6. Packages and payment for UBASE services
6.1. A package is payment for the Platform’s services. Access to orders is granted to the Master on the basis of a purchased package. Purchasing a package is direct payment for UBASE services, not an advance, a deposit, an account top-up, or an electronic wallet.
6.2. Cost. The Master pays for the Platform’s services by purchasing a package. Packages of different sizes are offered: the larger the package, the lower the price per order (a volume discount). The current prices and the list of packages are published by the Platform in Annex No. 1 to this offer (available in the UBASE app) and apply in the version in effect at the moment of purchase. The final package cost is shown to the Master before payment is confirmed.
6.3. Receipt. Payment is made through the payment system in the app. Upon payment, the Master is issued a fiscal receipt via the fiscal data operator; the seller of the service on the receipt is UBASE LLC.
6.4. Validity. The available orders in a purchased package have no expiry date and remain with the Master until used or refunded.
6.5. Deducting an order from a package. To accept an order, the Master must have at least one available order in the package (except during the trial period). When an order is accepted, one available order is reserved; it is finally deducted at the moment the Customer approves the Checklist. If the order does not take place (including cancellation before the Checklist is approved), the reservation is released and the available order remains with the Master. During the trial period, no order is reserved or deducted from a package.
6.6. Payment for the work. The Customer pays the cost of the work to the Master directly. UBASE does not accept payment for the work and is not the recipient of the Master’s revenue. No separate travel fee is charged to the Customer — it is included in the minimum order amount model.
6.7. Refund of the package balance. If the Platform terminates the Master’s access to the service (a block) or the Master deletes their account, the unused balance of the paid package is refunded to the Master. To arrange a refund, the Master contacts customer support. Used orders and the free trial-period order are not refundable. The payment system’s actually incurred costs are deducted from the refund amount; no other deductions are made. The Master receives the final amount and its calculation at payout. Exhaustion of a package and order cancellations are not grounds for a refund.
6.8. Annexes to the offer. The tariffs and packages (Annex No. 1) and the services Price list (Annex No. 2) are published by the Platform, are available to the Master in the UBASE app, and are an integral part of this offer. The Platform is entitled to update them; the version in effect at the moment of package purchase or service provision applies to each transaction.
7. Quality standards and warranty
7.1. The Master undertakes to: arrive at the agreed time; perform the work to a proper standard and with care; clean up the workplace afterwards; be polite and tidy; carry the necessary basic tools.
7.2. The Master is prohibited from: bargaining with the Customer over prices; demanding payment for work outside the agreed Checklist or bypassing the service; leaving the workplace uncleaned; offering the Customer to work “without the app”; disclosing Customers’ personal data; passing themselves off as an employee or representative of the Platform.
7.3. Quality warranty.
- For work performed through the Platform, the Master gives the Customer a quality warranty of 6 months from the day of acceptance.
- The warranty terms are in the “UBASE Master Work Quality Warranty” document. The Master accepts this document by a separate consent at registration.
- Warranty claims are handled through customer support and the Platform’s mediation (section 13).
- The warranty is provided in accordance with the Law of the Republic of Uzbekistan “On the Protection of Consumer Rights”.
8. Rating and enforcement measures
8.1. After each order, the Customer rates the work (from 1 to 5). The Master’s public rating is the average of Customers’ ratings; while the Master has no ratings, the public rating is not shown. The Master can see their rating, status, and the rating rules in the app (the “My Rating” and “How the Rating Works” sections).
8.2. The Platform first sends a warning and advice; if the low ratings persist, access to orders is temporarily restricted, and in serious cases the Master is removed from the Platform by a moderation decision. The specific thresholds are the Platform’s internal rule, and the values in effect are shown to the Master in the app.
8.3. The Master is entitled to appeal a measure directly in the app (the “My Rating” section); the Platform reviews the request and sends a reply by notification.
9. Order cancellation by the Master
9.1. No monetary penalties are applied for an order cancellation by the Master.
9.2. Cancellation due to the Master’s fault (for example, unable to arrive, a transport problem, other reasons on the Master’s side) lowers the Master’s reliability metric and their priority in order assignment; repeated cancellations may lead to a restriction of access.
9.3. Cancellation due to the Customer’s fault, a system fault, or confirmed circumstances beyond the Master’s control (a false address, the Customer being unreachable, a safety threat, no access to the site) does not affect the Master’s metrics.
10. Taxation
10.1. The Master is solely responsible for paying taxes under the law of the Republic of Uzbekistan.
10.2. UBASE does not verify the Master’s tax status, does not withhold tax from their revenue, and does not act as a tax agent. The Master registers as a self-employed person or an individual entrepreneur, reports the income, and pays the tax themselves.
10.3. The Master issues the receipt for the work themselves, keeps records, and complies with the legislation on settlements where required by law.
11. Personal data
11.1. At registration, the Master consents to the processing of personal data under the Law of the Republic of Uzbekistan “On Personal Data”. This consent is given separately from acceptance of the offer.
11.2. The Platform processes the Master’s data:
- full name, date of birth, ID card number (via MyID);
- phone number;
- location data — during the shift (to assign the nearest orders);
- profile photo (avatar), if the Master has added it;
- order history, rating, reviews;
- bank details — for refunding the package balance.
11.3. Purposes of processing: operation of the service, order assignment, navigation to the Customer, rating calculation, dispute resolution, fraud protection, and fulfilment of obligations under the offer.
11.4. The Master is entitled to: request information about their data; correct inaccurate data; demand deletion of data (financial records are kept for 5 years as required by law); withdraw consent (after which the service cannot be used).
11.5. The Master’s phone number is not passed to the Customer directly — communication goes through the Platform.

12. Termination of the agreement
12.1. The Master is entitled to end the cooperation at any time, provided they have no active orders and their obligations to the Platform are settled.
12.2. The Platform is entitled to terminate the agreement with the Master in cases of persistent breach of quality standards, fraudulent actions, loss of the status required for work, as well as failure to provide, or inaccuracy of, mandatory documents and information.
12.3. Upon termination, the unused package balance is refunded to the Master as set out in clause 6.7.
13. Final provisions
13.1. The Platform is entitled to change the terms of the offer, notifying Masters through the app at least 14 days in advance.
13.2. The parties recognize the legal force of notifications sent through the app, by SMS, and by the email specified by the Master.
13.3. Disputes between the Master and the Platform are first resolved through customer support. If they cannot be resolved, the dispute is considered under the law of the Republic of Uzbekistan.
13.4. In a dispute between the Master and the Customer over the quality, scope, or cost of the work, the Platform acts as a mediator: it reviews the circumstances based on the app’s data (Checklist, statuses, correspondence) and issues a recommendation. The recommendation does not deprive the parties of the right to go to court. Disputes over quality within the warranty period are also governed by the “UBASE Master Work Quality Warranty” document and the Law “On the Protection of Consumer Rights”.
14. Force majeure
14.1. The parties are released from liability for non-performance of obligations if it is caused by force majeure: natural disasters, epidemics, military actions, acts of state bodies, mass communication failures, and other circumstances beyond the parties’ control (Article 333 of the Civil Code of the Republic of Uzbekistan).
14.2. The party affected by force majeure notifies the other party within 3 business days.
